Primary healthcare: ANFIIDE speaks at the International Council of Nurses webinar

On 30 October 2023, Maxence Gal, then Vice-President of ANFIIDE, presented France's contribution to primary healthcare and universal health coverage by 2030 at the ICN webinar.

On 30 October 2023, the International Council of Nurses (ICN) organised a webinar on the theme 'Nurses as drivers of primary healthcare: renewed efforts to achieve universal health coverage by 2030 (UHC 2030)'. Nine leaders of national nursing associations spoke before nearly 300 participants from over 100 countries.

Maxence Gal, then Vice-President of ANFIIDE, presented France's contribution and the association's role in organising new care models.

Primary healthcare: a concept still little known in France

Based on a non-hierarchical professional model, the concept of primary healthcare remains poorly understood by the profession in France, for two reasons: its very broad definition, adopted at the Astana conference in 2018, and the 'Hospital, Patients, Health, Territories' Act of 2009, which conflates primary healthcare with first-contact care, the latter being entrusted to doctors under public health law.

The pandemic: an accelerator

During the Covid-19 pandemic, the mobilisation of French nurses demonstrated their essential role in first-contact care and primary healthcare. It triggered legislative momentum that is transforming the profession and accelerating reforms.

ANFIIDE's action

  • New care models: ANFIIDE participates in their organisation, building on the 2016 law modernising our health system, notably through cooperation protocols and 'Article 51' experiments from the 2018 social security financing act.
  • Redesign of core practice: the Ministry of Health selected ANFIIDE among the structures tasked with this work, to adapt nursing competencies to the population's health needs, as well as training, careers and the health of care workers.
  • Prevention: primary prevention through vaccination and the WHO's ICOPE programme, secondary prevention around chronic diseases, tertiary prevention through therapeutic education and nursing consultation.
  • Advanced practice: ANFIIDE has committed to its development in France, particularly in mental health, oncology and chronic disease management.
  • Partnership with patients: its collaboration with the Francophone Union of Patient Partners has contributed to the emergence of patients' rights.

ANFIIDE is thus pursuing a proactive policy to broaden, in addition to government measures, the care provided to the population.
